National Coordinating Committee for Government Radiocommunications
The National Coordinating Committee for Government Radiocommunications (NCCGR) was established in late 2003 from a national will to address the core issues of spectrum and inter-jurisdictional operations, and to ensure that the relevant issues are considered and discussed within a national framework.
The NCCGR consists of a representative/s from each Australian jurisdiction, as well as representatives from a number of State and Federal Government agencies, including the Australian Communications and Media Authority. Membership is divided into the categories of voting members and non-voting members. The NCCGR has been formed with the endorsement of each jurisdiction Premier/Chief Minister.
In 2004 the Department of the Prime Minister and Cabinet advised that it was to lead a review into Government communications during a crisis and to determine arrangements for a range of Government emergency voice communications of which interoperability for Police and emergency services was identified. The NCCGR will also coordinate and provide the National Counter Terrorism Committee (NCTC) with advice on jurisdictional matters.
The NCCGR reports to the Council of Australian Governments (COAG) through the NCTC for radiocommunication matters affecting national security, and through the jurisdiction First Minister's Department representatives for radiocommunication matters of national importance.
The Committee meets formally twice per year in a hosted state. Currently, the New South Wales Government representative acts as Chairperson, and provides the secretariat services. These positions are reviewed every two years.
